"Since 2001, excluding incidents in Iraq and Afghanistan, there have been about a dozen major acts of jihadist terrorism -in, for example, Bali, Mombasa, Istanbul, Madrid and London. Of their perpetrators, only the Madrid bombers, most of whom were Moroccan, are thought tohave had no direction or personal contact with al-Qaeda"
